Wheel lock keys get lost, cars get sold and old owners forget to give the keys to the new owner, etc. Hypthetical: I'm a kid about to go away to college, I buy a car from someone, and go to school halfway across the country a week after buying the car. A couple weeks later, my brakes start squealing, or I get a flat. I go to a garage, and they say "where is your wheel lock key?". Or a hundred other ways that happens (wife: oh, that round black thing? I didn't know what it was, it was rolling around in the trunk, so I threw it out.") So you can see how keys would be made available to garages, etc. If they are, you can bet the criminal element can get them too. Just like lockpick tools, which are legal to sell to locksmiths and law enforcement...you think there aren't dirty cops and locksmiths? Even if they don't use them themselves, there's a market for them...
Anyway, more directly to your question, how many different keys do you think there are for any given wheel lock brand? Not that many. Wheels or cars, anti-theft devices will deter/prevent kids/amateurs...if a pro wants your car, it's gone. Years ago we got notified where I work (one year one of the 10 safest towns in the country) to keep our eyes out...someone was going around with a flatbed tow truck, into medium sized company parking lots, and winching cars up onto the truck, and driving off with them. Nobody gave a second glance, just figured the car was dead and someone had called for a legitimate tow. If you do that in the morning, by the time the guy comes out from work and realizes his car is gone, it's already thru the chop shop, doesn't even do any good to ring the Lojack...
