My favs for OTC are Mothers FX Tire Shine and Eagle One Tire Shine. Both are reasonably priced and leave a nice look.
 
I know this will sound crazy, but...my new favorite is the old TW2001 protectant. Yup, they sell it at Walgreens, Kmart (I think). Comes in a green spray bottle. I think it was originally to compete head-to-head with Armo%ll. Clean tires..spray on..let sit 20-30 miuntes. I then just wipe off any overspray on the hubcaps. It's a nice look...black with a slight sheen. It seems to last about 2 weeks, unless it's just been hellacious weather. Nice part?...it's cheap!
 
Teflon Tire Shine!!!!! Leaves a nice sheen, not the glossy "you can see my tires from outer space" shine. Simplest stuff I have used. Spray on as much as you want, and it will soak into the tire, without you having to do anything. Obviously the more you use, the longer it will take to soak in. Actually, it is most likely not soaking in, just drying to a nice sheen, but it sure seems like it is soaking in. :lol Teflon Protectant dressing also works wonders on the interior. A low gloss shine, with super anti-static abilities. As good, or if not better, than Lexol or 303, and cheaper!!!
 
You might have to dig around a little cuz it's discontinued, but I really like Mother's Duration tire wax. I found a couple bottles collecting dust in a local independent parts store. If you see some, grab it.
 
Another vote here for Turtle Wax "Tire Wax". I like the nice shine without "bling", have NEVER had any sling issues, and it isn't as finicky about the brand / composition of the rubber that you are dressing vs. the finished look as some other products that I have used. No matter what brand of tire or style of sidewall, I always get the look I'm after.



Tire Wax is OTC, but around here some of the retailers seem to have dropped it for newer products. I have found the local NAPA to always have it on hand and within a few cents of what the others were selling it for.
 
Meg's Insane Shine is great. No sling and lasts weeks even through pretty good rain. If you don't like the extreme gloss wipe it down after spraying.
 
Here's a third vote for Turtle Wax "Tire Wax". I've been using it for two years now. I've tried several others and always find my way back to it. No sling and a matte look with a nice sheen to it.
 
Mother's F/X and the Michelin Tire Shine are my favorites. The Michelin stuff is getting hard to find in stores though! They still have a few bottles of it at Sears, but it's packaged together with the Michelin wheel cleaner. The wheel cleaner is pretty much worthless IMO, but it's definitely safe to use on most any wheel. I think you can still get the tire shine online at xr1.com. I have lost count of how many tires I've detailed out of one bottle! It's lasted nearly a year, and I've used it on more than one vehicle too. It works pretty good on interiors and exterior plastic and rubber too.



F/X is awesome too! I absolutely love the look of it. It's just right IMO! It's just not available here!



Armor All is great too IMO. It's certainly the best bang for the buck and you can get it anywhere.



My parents always get me one of those Megs kits they sell at Target during the Christmas season. This year it included a can of Meg's Hot Shine. I thought it would be WAY too shiny for my tastes, but it actually looked pretty decent on my the tires of my beater. I might give it a shot on my car or my wife's car. I can always use it in wheelwells if I don't like it!
