Some area's around the country it's required by law and it's to help stop the chemicals from draining into the waste water system and into the ground. It's call a Water Containment System. Hope this helps.

That's kind of what I figured. So, what do you do with the water/gunk in the tarp when you're done? Roll it up and dump it in a different drain? :biggrin:

Have a pump which collects the water, and then I bring it home for use in sealed planters(flowers grow great as well).
