Need adhesive recommendation

I've got a friend with a metal step bumper on his Suburban that uses a piece of hard plastic on the top of the tube for the people to step on.



He can't find an adhesive that will hold that plastic in place for longer than a few months.



It's not that the adhesive isn't sticking to the metal tube - it's sticking just fine. It's not adhering permanently to the plastic.



I'm told he cleans the plastic very well before he uses the adhesive. Is there some other surface prep he should be doing?



What would be out there that he can try?
 
Yes, its called "3M Moulding Tape". It's the closest to OEM that you can get.



I've been told that it is OEM, but I don't have proof.



Anyway, I'm using it for an exterior mirror and let me tell you, that's some sticky stuff.

The 3M recommendation is the correct one. Their aftermarket line of automotive adhesives can be found at body shop suppliers. I'd also check your local hardware store as I've been surprised lately with how broadly 3M is distributing their products.
