Add soap to water or water to soap?

I have always added water to soap to get some foam. I have seen some instructions on some products to do the opposite.

What do others do and why? Do you try to maximize suds or minimize them? Suds supposedly do not change the cleaning ability or lubricity.
 
I fill bucket with about 1/3 water then add soap, then contiue to fill while mixing the soap with the nozzle finally sudsing it all close to the end.
 
When I used the traditional soaps I would fill the bucket bout 1/2 way then add the soap and use the the "jet" setting on the nozzle and get suds galore
 
fill with water bout 2/3 to 3/4 then add soap and hit with the "Jet" feature and i get enough suds for me. I sometimes fill it all the way up with water and gently stir in the soap so i get almost no suds and rinsing off is a breeze.
 
Soap first, then fill with water with the hose nozzle removed and the end of the hose submerged in the soap/water solution as soon as there is sufficient water.
Does a good job mixing the soap and water and gives just enough suds to make me think they are doing some good.

IMO, I don't think the suds do anything other than make us feel more comfortable having our sudsy wash solution. :)
 
After I have measured exactly two ounces of SS&S..I measure out two cups of water..(tap is OK but I use distilled)...Then I pour a small stream of soap and water at the same time..so that I get an even blend of soap and water mix:D

Then with a wire whisk I blend the two so that I come to a very bubbly mixture...then with water preheated to 62.5 degrees. I pour that in stirring counter clock wise while adding the water...let that set for 10 minutes...and I'm good to go!:D

Ok really I add the soap to the bucket...poured out of the gallon container...two small sploshes, then set the water on low flow to fill up the bucket...while I go get the tools and chemicals to start the work!:D
