volk wheels are notorious for having a very cheap clear coat on them...and it looks like your wheels CC has definitely failed....most owners either just take it for what it is...or just get the lips professionally polished and re-cleared as well...a wheel cleaner doesn't have to be acid based to do that to your wheel...even a sodium hydroxide based one will do that especially to bare aluminum...which volk wheels should basically be treated as bare aluminum wheels due to the very cheap quality of clear they used...you could blame the carwash place if you want to...but i am just telling you all they did was speed up the inevitable...it does suck that it happened sooner than i'm sure you wanted...
