What do you call this panel and how do you clean it?

I get this quasi type wood panel in a lot of cars now a days but not sure how to clean. Interior cleaners just leave smudges on it?

What is this called?

I'm not sure that it has a name, but I have a few clients that have that 'simulated' wood. I typically clean it with just a damp microfiber. I've heard people try to remove swirls/light scratches from these with stuff like Meguiar's #9, but I've never tried that.

The wood trim in most vehicles is protected with a urethane clear coat, polyurethane or a thin lacquer, which is very easily scratched. Remove scratches with a fine polish (Groit's Fine Hand Polish) and then wipe with a damp 100% cotton towel.

Maintenance- use an anti-static plastic cleaner protectant (BTI Chemicals Plexus@ Glass Polish & Cleaner)

Its a pretty durable finish , but you want to use a very mild cleaner. I've had good luck on this surface with Yamaha Piano Polish but I bet Meguiars Plastic Polish would also work well without scratching.......
