Tips/Tricks for removing a scuff on front bumper?

My car was parked on the street and another car must have scuffed the bumper. It appears as though the black scuff mark did not damage the paint below, but I was wondering if anybody has any good methods for actually removing this scuff? I thought it might simply scrape off with my fingernail but it's really on there. I tried some rubbing compound by hand but that wasn't doing much either. Does anybody have any suggestions? Thank you

Are you sure the scuff you see is paint transfer? By that I mean paint from the other car. It looks to me as if the scuff may be the raw plastic of the bumper is exposed. If so, obviously the paint has been rubbed off and that is why you are not seeing any results with the polish. the only fix is a paint touch up.
 
....I know it's hard to tell from pictures but that second one makes it appear (to me at least) the black mark is raised on the surface.
 
What compounds do you have?

A microfiber pad and Meguiar's Ultimate Compound will probably remove it by hand. Both are at Walmart.

I am pretty sure, because there is a scratch on the bottom side of the bumper that removed the paint and the plastic below it is a yellowish color, not black. In addition, I can sort of "feel" the scuff with my fingernail as a raised portion.
 
hrmmmm, black on bumper usually means the plastic is exposed. If you say its raised then ok, but by the pics it looks like its a deep scuff to me. If it is raised then rubbing compound should make short work of it.
