Strange splatter on my paint - can't remove

I have a 08 Vette,



Trying to get opinions on what this is, and how to remove.



I have PC XP 7424, Wolfgangs 3.0, Orange, Yellow pads.



Have used both pads, won't remove it.



They feel smooth to the touch, like nothing is there.



Please ignore the swirl marks, they are added since I've been trying other methods of remove it.
