chrome is a plating and rarely comes back to perfect or near perfect ...scratches can't be removed from a plating, but using a good polish can revive some of the luster ...:)

we use Professional Polish which can be used on both paint and metals.
if you do not have our product, and you want to buy OTC, then look for a Chrome polish , not a metal polish ... you will want to stay away from abrasives as they will only scratch the chrome up even as they clean which will lead to faster oxidation and removal of the plating.
 
A good acid based wheel cleaner will do wonders on a chrome wheel. Mothers chrome polish and a powerball is the best way I've found to make chrome really bling though.
