pre-soak for really dirty car?.....

is there good pre soak that will break down the dirt?

i haver a couple cars that are for the most part clean but have some really bad spots of tar, sap, road splatter, ect... and i would hate to wash it when too dirty and perhaps risk marring the surface

any tips?

You first can rinse the well with just water then foam, You can either rinse and start the wash or just start washing. I have not seen foam really dislodge anything but should should help soften it.
 
I don't have a power washer.

I presoak with a waterless wash, rinse and then spot spray P21s TAW.

Finish with 2bucket wash

i also dont have a power washer at home but will look into a foamer once i get a power washer

There are foam cannons that work reasonably well. No pressure washer needed. They don't make the foam stick nearly as well as a foam lance but they work for those on a budget. I got a gilmour one on amazon for like $30
 
Depending how bad the car is. I use a mix of Dawn and CG citrus wash and gloss. I usually use 2 ounces of CG and 1-2 ounces of Dawn on a BAD car otherwise I adjust the Dawn down. I just want enough Dawn to break up the hard dirt. I use my home made pre-soaker. A old Miracle Gro dry plant food mix and feed. The one's that you attach to your hose. Works great for something that just lived in my shed.
Then a light power wash after it soaked for a good 10 minutes. Then sheet the remaining soap off the car. Then follow up with a 2BM wash.
