How to completely remove rust from a rust spot?

I want to remove all of the surface rust before I apply primer and basecoat on my trunklid. Will sanding alone remove all of the rust? Or do I need to apply some sort of chemical before applying primer on it? thanks..!
 
for example, i've heard i can rub potato skins dipped in baking soda, or reynolds aluminum foil dipped in coke will remove any traces of rust that sanding won't get to???? is this a joke??
 
You are going to need to grind it out. The BEST way to completely get rid of rust is to cut it out and weld a patch in. But a grinder to get down in the metal and some body filler will do the trick for now.
 
Check out Eastwood Company (eastwoodco.com I tink) for some of their rust conversion and removal products. They have some nice liquids that should work well enough for what you are looking for.
 
What he said. They sell Rust Encapsulator that will keep it from rusting again. I read a test that said it worked a little better and was more user friendly than POR-15.
 
The best rust removal product I've ever used is Naval Jelly. Put it on, agitate it a little, let it sit for a few minutes and rinse off. Rust is gone, guaranteed, but it won't do a thing for whatever is under it.

thanks guys. grinding is a good idea, i'll also try some diluted phosphoric acid. this is the stuff in naval jelly, but i'll use the pure acid.. carefully of course!!
