cleaning headliner and panels (interior cloth)...

I heard that carpet or upholstry cleaners can damage the adhesive that keeps cloth ceiling liners up. I thought only vacuuming was possible.

You can clean it. You just don't want it to get soaking wet with water.
 
Just like any upholstery, you must try to keep it as dry as possible to reduce chances of mold and mildew from forming... The headliner adhesive is quite weak, it's best to keep it dry by using foam-type cleaners or minimal liquid.

I put some of my interior cleaner in a bucket and hit with a hard stream of water. I then just use the foam. I lightly scrub it with a small, soft bristled plastic brush. I then wipe it with a dry towel and then try to blot off any moisture. After I'm done, then I revaccum the whole headliner. It is pretty much 99% dry by the time I get to vaccuming it.
