I noticed this on my wheels, i tired everything but it wouldn't come out, i'm a little bit scared to try something too harsh or the wheel might get damaged. any ideas.

Pics are small and lack detail. The top one looks like clearcoat failure but I can't be sure. If that is the case there's nothing you can do but get them refinished.

if they were polished they need to be polished again

motegi are cheap wheels ... so its normal for this kind of product , after some years they kinda peel off

they have been on for about 4 years.

As noted, it appears to be corrosion. If they are uncoated, you can polish them and improve it, if they are cleared you can polish it and it probably won't do much.
