How to remove black dots from rear bumper?

After waxing my car today i noticed alot of black dots/specks that SEC would not remove. Will claying get rid of them or do i need something abrasive like a swirl or scratch remover? The rear bumper needs to be clayed anyway so i want to know what else i need to pick up to remove the spots.
 
What are the dots? Road tar? Insect droppings? Hardened tree sap?



I would try using an automotive solvent like Dupont's Prep Sol or mineral spirits first , then clay the bumper pad.
