Detail first or get paint repaired first?

I bought a new Jeep over the week end, but it has some paint issues. It is a rare Jeep for its year and I have wanted one since it came out.

For the rear hatch, I believe I may just dropped that off with a painter to have it completely repainted on the inside. No blending should be required since the adjacent areas are covered in carpet.



For the rest of the places, should I buff them first before getting the paint repaired or wait until after? I have heard about swirls being permanently painted over though.



For the fender flares, I am going to torch them to restore their black finish. The stock flares unfortunately have barely any ultra-violet protection.
